Jules Rosen M.D. is the CEO and CMO of Summit Behavioral Health Consultants. Until July of 2019, he served as Chief Medical Officer of the community mental health (CMH) in W. Colorado and Clinical Professor of Psychiatry at the University of Colorado School of Medicine. Prior to joining CMH in August of 2013, Dr Rosen was Professor of Psychiatry at the University of Pittsburgh School of Medicine, Chief of Geriatric Psychiatry at University of Pittsburgh Medical Center, and Professor at the Katz Graduate School of Business at the University of Pittsburgh. He has authored over 75 peer-reviewed articles in his subspecialty of geriatric psychiatry and has been the recipient of numerous NIH grants.

Dr. Rosen spent 32 years of his career at the University of Pittsburgh and gained a national reputation as an educator and researcher. However, he always maintained an active clinical practice. He realized that while behavioral health treatments (therapy /medications / other) are effective, obstacles to accessing care and the absence of objective rating instruments in clinical settings are limitations to the success of treatments. His work at the Katz Graduate School of Business focused on exploring the relationship between cost efficiency and clinical outcomes among vulnerable populations (frail elderly or mental illness). Establishing in multiple studies that the “best care” yields the best financial outcomes for the medical system, Dr. Rosen sought to explore if this concept could be validated outside of academic centers.

Michelle Hoy, LPC, CAS is the Co-Founder of CareConnect.  

As a psychotherapist with over 25 years of experience in the behavioral health field, she has a background as a leader of provider organizations with expertise in spearheading change initiatives.

Michelle has always been dedicated to helping others in need and has used that passion to focus on the use of technology in healthcare to create more access and better care. Michelle earned her M.A. in Community Counseling at Adams State University in Alamosa, Co. Michelle enjoys life in rural western Colorado near Grand Junction, spending time with her husband, son, and furry family members as well as riding motorcycles, racing, photography, and reading.
